The Gold Winner cards were part of some sort of competition that Topps held back in 1992. Unfortunately for Topps, people figured out how to game the system and so Topps added the "winner" stamp to the cards it had to give away. I believe the original intent was that Topps would mail out "regular" gold parallels but because of the way the contest fell apart they added the additional Winner stamp which, somewhat ironically, meant that these cards are actually more common than the original Topps Gold parallels in 1992.
