The 1990 Topps TV All-Stars set was a special set produced for and sold via a special TV offer.  Topps produced a total of six different TV-specific sets, the All-Stars plus sets dedicated specifically to some of the big market teams (Cardinals, Cubs, Mets, Red Sox, and Yankees).  Each of the six sets contains a total of 66 cards though obviously Barry Larkin doesn't appear in any of the team-specific sets since Topps didn't make a Reds only set.

As for the All-Star set design, it's not bad.  I like the red, white, and blue color scheme and getting the Career Bests stats on the back is a nice touch (especially with the year mentioned).  The card's image looks a bit blurry to my eyes but what can you expect from a TV-specific release?  I imagine this was available on something like Home Shopping Network at 3:00 in the morning.  Nonetheless, I'm glad to have this one in my Larkin Collection, a fun oddball from 1990 for sure!
