The entire late 90s run of Collector's Choice seemed to have an issue with two of the same card in the same pack.  It's certainly annoying - and even more so I'm sure if you were a kid spending your hard "earned" allowance on a single pack in the hobby shop!  On the other hand, I guess it would give you instant trade fodder...so that's something.
